Mr. Alpaca is unlocked after completing Companion For The Alpaca and talking to Grandma.

Guide

After talking to your Grandma, she'll give you some Scarlet Clover seeds. Take those seeds back over to the West Island and sow them on the tiny island in the middle of the lake where you found the Sad Alpaca. Wait a few minutes, and the Male Alpaca will show up. Take him back to the farm to complete the quest.
