After the Boar's Dream, you can talk to Grandpa about flooding.  He will tell you about some options for fixing the Boar's home, most notably, that the Beavers need to go.  He will also give you the crafting recipe for a Forest Nursery.

Go ahead and craft a few of these as each one will only grow one tree at a time and you're going to need 15 new trees total.

Head back to the Northwest Island and interact with the beaver's dam to kick it.  This will lower the water level a little bit, allowing you to get past the huge cliff in the middle of this section of the area.  Now you should have the task to grow 15 trees.  Set the forest nurseries around the existing trees so that their circle contains the tree you want to grow.  Make sure to water them when they have a Water Droplet picture over them, and prepare to wait.  Growing trees takes a few in-game days (approximately 5 if you water them regularly).

(While you wait, you can now explore more of the Northwest Island and maybe complete some of those side quests you have.)

Once the trees are all grown and ready, plant them in the area designated by the quest.  If you accidentally plant one outside the area or one doesn't count on the quest counter, you can dig up the tree and replant it to fix the error.

Now, you have to chase all of the beavers to the new forest you just planted.

Before Patch 1.3, the only way to chase the beavers is by literally chasing them and herding with the help of your dog (see: [[Whistle]]).  They need to be chased over a bridge which can be the most frustrating part of the process.  You can try to force them across the bridge by building a few fences before trying to chase them across.

As of Patch 1.3, the Magic Flute will work on the Beavers, making this quest a hundred times easier than previous versions.

Once all 5 beavers have been relocated, go back to the dam you kicked at the beginning of this quest and kick it again.  That should complete the quest and lower the water level enough for you to explore the rest of the area.
