Once you get this quest, you will need to go to the westmost broken bridge, just past the Merchant. This bridge is one of two that can be repaired with only wood. However, once you cross the bridge, you'll notice your way blocked by huge white stones and a bunch of grumpy bees.
You may need to get stung by at least one bee before the prompt will come up so you can talk to Grandpa. You can either wait and talk to grandpa to start the quests On The Lookout For A Bee Smoker & First Steps in Beekeeping, or you can just get stung and catch 20 bees and then go talk to Grandpa. Either way, you will need to finish the quests for the bees and complete the Bee Dream mini-game before Grandpa will give you the Pickaxe to get past the rocks blocking the way to the goat.
Once you can break the rocks, finding the goat should be fairly easy. He should be wandering around the western island visible on the mini-map.
