After completing the Boar's Dream, you should get this quest.
Unfortunately, there's flooding keeping you from being able to explore the area of the Northwest Island where the quest marker is for this. Complete the quest Get Rid Of The Water From The Boar's Home and the flooding will go down enough for you to make it to this area. However, you'll soon find it very hard to navigate due to the thick fog. Keep trying to make your way to the quest marker until you get a short cutscene telling you to try sleeping.
After completing the Blue Firefly Dream, this quest will complete.
